Договірна архітектура загальноєвропейської системи колективної безпеки: структурний аспект

Вступ. Сучасні трансформаційні процеси у загальноєвропейському безпековому середовищі, зумовлені зрос-танням військово-політичної напруженості та системними кризами, визначають необхідність наукового осмислення функціонування наявної договірної архітектури загальноєвропейської системи колективної безпеки. Таке дослідження спрямоване на формування цілісного уявлення про структуру архітектури безпеки, її складники й засади функціону-вання, що дає змогу оцінити її ефективність, доцільність і результативність в умовах сучасних безпекових викликів. Визначальним чинником трансформації загальноєвропейського безпекового середовища стало широкомасштабне вторгнення Російської Федерації в Україну, яке істотно вплинуло на конфігурацію регіональної безпеки, посиливши нестабільність і загостривши суперечності між основними суб'єктами.
Методи. У процесі дослідження застосовано загальнонаукові методи, зокрема порівняльний метод і метод аналізу, а також системний та історичний підходи.
Результати. Установлено, що структура архітектури безпеки є двовимірною моделлю, у якій поєднані рівневі й компонентні елементи. Виявлено, що рівневий вимір відображає інституційний аспект функціонування архітектури безпеки та реалізується на регіональному і глобальному рівнях. Компонентний аспект охоплює сукупність основних елементів структури архітектури безпеки: суб'єктів, об'єктів, політичних норм і договірного інструментарію. Визначено, що договірний інструментарій архітектури безпеки формується сукупністю заходів, інструментів і механізмів, які перебувають у системній взаємодії. Доведено, що сукупність заходів, інструментів і механізмів формують ієрархічну внутрішню структуру договірного інструментарію, у межах якого заходи є складниками інструментів, а інструменти – складниками механізмів. Обґрунтовано, що отримані результати дають змогу сформувати цілісне наукове уявлення про структурну модель архітектури безпеки й особливості її функціонування в сучасних безпекових умовах.
Висновки. Оцінювання структури архітектури безпеки сприяло науковому осмисленню особливостей її функціонування в сучасних безпекових умовах і стало підґрунтям для подальших наукових досліджень. Водночас результати проведеного дослідження дають підстави стверджувати про складність і вимірність структури архітектури безпеки. Перспективними напрямами подальших досліджень є оцінювання термінологічного аспекту, зокрема уточнення та систематизація понять архітектури безпеки, а також дослідження їх взаємозв'язків у межах відповідної категоріально-понятійної системи.
