PROFESSIONAL COMPETENCE OF FUTURE PERSONNEL OFFICERS AS A CONCEPTUAL CATEGORY

Abstract

Background. The article is devoted to the consideration of the professional competence of future personnel officers as a conceptual category of modern military-pedagogical science. The relevance of the study is determined by the fact that, under wartime conditions, personnel, mobilization, and organizational-staffing decisions have acquired particular importance, which has consequently increased the requirements for the training of officers directly involved in these processes.
Methods. The study used analysis and generalization of modern psychological and pedagogical works, comparative analysis, lexical-se-mantic analysis of Ukrainian dictionaries, as well as analysis of legal acts of Ukraine, military personnel policy documents, and provisions regulating the organization of military education. The methodological basis of the research is based on competency-based, systemic, activity-oriented, histori-cal-logical, and comparative-regulatory approaches.
Results. The study clarified the understanding of the concept of "competence", identified the peculiarities of the concept of "professional competence", and distinguished it from general professional competence. Modern approaches to the goals and content of officers' professional training were analyzed with consideration of Ukrainian and NATO regulatory documents. The concept of "professional competence of future person-nel officers" was defined, taking into account personnel management, mobilization, organizational and staffing, analytical, legal, communicative, and information-digital activities.
Conclusions. It was demonstrated that the professional competence of future personnel officers is a conceptual category reflecting the integrated readiness and ability of a future officer to act lawfully, reasonably, and effectively in the field of personnel support, mobilization, and organizational-staffing activities. The proposed definition creates a foundation for further analysis of its structure, criteria, indicators, and pedagogical conditions for its development.
