ASSESSMENT OF THE SECURITY ARCHITECTURE: DEFINED OBJECTIVES AND ACHIEVED OUTCOMES AT THE REGIONAL LEVEL

Abstract

Background. The instability of the pan-European security environment caused by contemporary military‑political conflicts and systemic security crises necessitates an analysis of the degree of implementation of the defined objectives and the achieved results of the functioning of the existing treaty-based architecture of the pan-European collective security system (hereinafter referred to as the security architecture). The achieved results of the functioning reflect its level of effectiveness and viability, making it possible to assess the actual state of the contemporary pan-European security system.

Methods. The research employed general scientific methods, including systemic and historical approaches for analyzing the security architecture at the regional level; the method of analysis and the comparative method for assessing the degree of implementation of the defined objectives through comparison with the actually achieved results of the functioning of the security architecture at the regional level, which were considered chronologically in order to trace the dynamics of implementation of its system of objectives.
Results. It was established that the security architecture incorporated a generalized strategic objective specified through a system of interconnected partial objectives intended to ensure its implementation. At the same time, the achieved results of the functioning of the security architecture reflect an uneven degree of implementation of the defined objectives: while the primary short-term objectives were generally achieved, the long-term strategic priorities did not attain an appropriate level of practical implementation. Ultimately, the generalized strategic objective of the security architecture was only partially achieved, indicating the insufficient effectiveness of its functioning in attaining the defined strategic priorities.
Conclusions. The assessment of the degree of implementation of the defined objectives based on comparison with the actually achieved results of the functioning of the security architecture demonstrated its insufficient effectiveness and also made it possible to identify the causes of the contemporary instability of the pan‑European security environment. At the same time, the results of the study provide grounds for concluding that there is an objective necessity for substantial renewal and reorganization of the security architecture. a comprehensive renewal and reorganization of the security architecture. A promising direction for further scientific research may involve assessing the degree of implementation of the defined objectives and the achieved results of the functioning of the security architecture at the global level, as well as analyzing its compliance with contemporary trends in the development of the global and regional security environment.
