Digitalization of the management of training military specialists with higher education as a means of overcoming challenges caused by martial law

Abstract

Background. Today, digitalization comprehensively permeates the life of society and the educational sector; however, within the system of higher military education it faces the problem of the absence of a model for implementing digital tools in the management of training military specialists. At the same time, certain challenges to the military education system caused by martial law can be overcome through the digitalization of military educational management. The purpose of the study is to identify current and potential capabilities of digital tools in managing the training of military specialists with higher education in order to overcome challenges caused by martial law.
Methods. The study was conducted using the following methods: analysis and synthesis – to determine the problem, purpose, and objectives of the research; content analysis – to examine sources related to the research topic and to characterize challenges caused by martial law in relation to the training of military specialists with higher education; specification – to identify digitalization tools for managing specialists' training in higher military education institutions; generalization and systematization – to formulate conclusions based on the research results.

Results. The range of challenges in the training of military specialists with higher education caused by martial law includes the need to forecast learners' admission volumes, the dispersion of personnel and the establishment of safe conditions for them, quantitative and qualitative staffing of institutions with teaching personnel, and others. To overcome these challenges through digital management tools for training military specialists, such measures have been identified admission volumes modeling using artificial intelligence, creating a modular information database of educational institutions' capacities and an electronic educational environment, as well as the use of various electronic resources.
Conclusions. The digitalization of the management of training military specialists with higher education has not previously been considered as a means of overcoming challenges caused by martial law; however, it demonstrates broad prospects and opportunities for this purpose, as evidenced by a range of relevant digital tools presented in the study.
